Kwang R. Cook, AIA
Mr. Cook is the founder of Kwang Cook & Associates, Inc. and a member of American Institute of America, Long beach Chapter. Mr. Cook has graduated from University of Oregon, School of Architecture, apprenticed under Murphy and Jahn Associates in Chicago and headed design-engineering group at Marshall Erdman for over 16 years before forming his solo practice in California in 1984. Mr. Cook has extensive public facilities design and engineering experience.

   
David Pae, AIA
Mr. David Pae is the founder of David Pae Architects and also is a member of AIA. Mr. Pae has a BA and MA in architecture from University of California, Berkeley. Mr. Pae had extensive experience in multi-family housing as well as shopping centers before he became extensively involved with public facility design and project management.
   
James Choi, RA (Registered Architect)
Mr. Choi had his own practice in Seoul, Korea for over 12 years before he and his family came to the United States in 1995. He is a graduate of Han Yang University, School of Architecture and Engineering. Mr. Choi joined Cook & Pae Architects in the year 1998. He has extensive project design and working drawing experience for public facilities including the military.
   
Nipa Patel, GA (Graduate Architect)
Mrs. Nipa Patel joined Cook & Pae Architects in 1996. Nipa has graduated from University of Ziggurat, India in architecture and worked in an architect's office for three years before joining CPA Group in 1997. In the past six years, she has had extensive military and public projects experience in design and working drawing.
   
Jason Pae (ACAD and Computer Management)
Jason Pae is the resident computer manager and webmaster as well as an ACAD operator. Jason is responsible for the office computer network systems, maintaining the web site and day to day ACAD operations.
   

CONSULTING ENGINEERS
CPA Group has retained the following consulting engineers for a long period of time. Our MP/E engineering firm of C&C Engineers has over 14 years of association with us. We would like to introduce some of the network of engineering staff who will more likely work for our clients.

Thomas Chang, P.E. (Mechanical Engineer)
Mr. Chang is the president of C&C Engineering located in the City of Walnut, California. He has B.S. in mechanical engineering from Song-Chia University, Taiwan and MS in the same field from A & I University, Texas. Mr. Chang has started working with CPA since 1987 soon after he established C&C Engineering after his long tenure with Lee and Roe Engineering Co. which has been well known for it's engineering services to public institutions.

   
Daniel Tian, P.E. (Electrical Engineering)
Mr. Tian is the principal electrical engineer within C&C Engineering organization. Tian has extensive experience in the design of power distribution system, lighting system, fire and life safety monitoring system, and HVAC controls. Tian has BS in electrical engineering, 1964, Beijing University, China MS in the same field from University of California-Irvine, CA
   
Lucas Hyman, P.E. ( Mechanical Engineer)
Lucas B. Hyman is a registered mechanical engineer with more than 20 years of experience and is currently the president of Goss Engineering Inc. His professional career has included projects for major universities, government agencies, schools, hospitals, industrial facilities, the military, and private firms. CPA has had a successful working relationship with this firm for over three years in serving California State University in Los Angeles as well as various other university systems.

   
Jeff Coronado, S.E. (Structural Engineering)
Jeff Coronado is a registered S.E. and he is the president of Jeff Coronado Structural Engineering, Inc. (JCSE) CPA has had a successful working relationship with this firm for over three years. He is the Chairman of the Earthquake Damage Assessment Subcommittee of the Structural Engineers Association of Southern California. Mr. Coronado has BS in Civil Engineering and MS in structural engineering from University of Southern California.

   

Landscape Architecture:
KCA has worked with several landscape architectural consultants. Cornerstone Studio has worked with KCA the most, and our relationship goes back to late 1980s. As shown in CornerStones' SOQ enclosed in this RFP, Cornerstone is a well known Orange County firm located in the City of Santa Ana with a satellite office in Los Angeles. Their focus has been in serving various cities, counties and military facility management agencies.

Civil Engineering
J.B.Young (JBY) is an well known civil engineering firm among US Military establishments in Southern California. KCA has worked with JBY in the past 4 years for the military projects which include site surveys, underground utilities modernization, grading, hydrology, environmental engineering and various site engineering. JB has been awarded several times by the US Navy, South west Division. Mr. Young is a graduate of UC-Davis, and he will be assigned to this proposal.

Structural Engineering
One of three KCA's principals is a licensed structural engineer. Mr. J.S. Chung is an architect turned to a structural engineer. Mr. Chung has a graduate degree in structural engineering from Stanford after graduating from Seoul National University architectural degree. Mr. Chung has provided all structural services in numerous municipal parks/recreation projects. His services include from seismic retrofits, structural repairs/alterations to new community recreation center designs.

MP & E Engineering
C&C Engineering has started providing MP/E engineering services to KCA since 1986. The firm is located in the city of Walnut and has 6 engineers specializing municipal projects as well as many medical clinics and hospital work. Mr. Thomas Chang is a graduate of University of Texas, and he will be the engineer assigned to this projects.

Irrigation Design
Cornerstone has several licensed landscape architects. Among them, Mr. Don Wilson will take care of the irrigation design.

Land Surveying
Mr. Bill Ferreira will be responsible for land surveying representing J.B. Young Civil Engineering.

Geology and Geological Engineering
KCA will retain Ninyo and Moore for this specialties. As described in their resume included in this proposal, they are one of the best known Geological Engineering Firms in this area.

Cost Estimating
KCA retains Thrane Management Services (TMS) out of Sierra Madre. TMS specialized construction management, value engineering including cost estimations.

Construction Administration & Construction Management Services
There has been a few opportunities when KCA had to provides construction administration as well as construction management services. When it happened, KCA retained Thrane Management Services.
